Energy Gateway South Transmission Project
PacifiCorp (dba Rocky Mountain Power) proposes to construct and operate an extra-high-voltage (500 kilovolt [kV]) alternating current transmission line from Carbon County in south-central Wyoming to Clark County in southern Nevada, a distance of approximately 750 miles. The existing transmission system in the region is at capacity and the region’s energy needs have and will continue to increase. The transmission line would cross four states and several federal, state, county (23 counties), and local jurisdictions. Because the transmission line would cross federal land, most of which is managed by the Bureau of Land Management (BLM), PacifiCorp submitted to the BLM a preliminary application for right-of-way across federal land. Based on the review of the preliminary project information, the BLM has determined that the project is a major federal action requiring preparation of an environmental impact statement (EIS) under the National Environmental Policy Act (NEPA). EPG was involved in the feasibility study to identify alternative routes for detailed study. EPG, as the third-party contractor retained to assist the BLM, will conduct the environmental studies and analyses and will prepare the EIS for review and approval by the BLM and cooperating agencies. In addition, EPG will assist the BLM with the Endangered Species Act Section 7 consultation with the U.S. Fish and Wildlife Service and with the National Historic Preservation Act Section 106 consultation with the four State Historic Preservation Officers. EPG also is supporting the BLM in developing a comprehensive public involvement program that will be integrated with the EIS process.
