Kingman-Havasu 230kV Transmission Line Project
Citizens Utilities Company proposed to construct and operate a 230kV double-circuit transmission line, the Kingman-Havasu Transmission Project, between the Hilltop Substation near Kingman, and the Black Mesa Substation south of Lake Havasu City, a distance of approximately 70 miles. Modifications to the Hilltop and Black Mesa substations were included in the project. As the lead federal agency, the BLM, Kingman Resource Area-Phoenix District, determined that the project required completion of an EA in accordance with NEPA and CEQ regulations for implementing NEPA. EPG was retained as the third-party consultant to assist in conducting the environmental studies and preparing an EA. Alternative study corridors were considered and comprehensive environmental studies were conducted, including inventory, impact assessment, and mitigation planning. An application for a Certificate of Environmental Compatibly (CEC) was submitted, supporting expert testimony was provided, and the CEC was approved by the Corporation Commission.
